INFORMATION: PL-2025-29. After much research into state law and looking at how other cities handle similar challenges with group homes, City staff presented to the Planning Commission, proposed changes to the City’s Code of Ordinances relating to group homes, to include text changes, additional definitions, and revisions to Appendix B. The Planning Commission voted to recommend the changes to City Council, and on March 2, 2026, Director Hauck gave a presentation to City Council detailing the proposed changes.
