INFORMATION: This project represents phase three of four, which will replace approximately 1,460 lineal feet of aging water lines and several fire hydrants from the west dead end of North Eppington Drive and continuing west for 1,460 lineal feet to the intersection of Vaniman Avenue.

 

Three (3) bids were received for phase three of the Eppington Water Main Replacement Project. A bid analysis performed by the Project Manager determined the lowest and best bid was submitted by L.J. DeWeese Co., Inc., noting that it was observed that the apparent low bidder did not provide a breakdown of labor and material costs, which is considered a bid irregularity. Additionally, the bidder did not submit references or documentation demonstrating experience with projects of similar scope to the proposed water main work. While references were provided, attempts to contact one of the listed references were unsuccessful, as no return communication was received.

 

FISCAL & STAFF IMPACT: Based on the lowest and best bid, the total cost of this project is $756,558.52, which is the contract amount of $687,780.47, plus a 10% contingency amount of $68,778.05.

 

RECOMMENDATION:  Recommend Approval
