INFORMATION: Ongoing problems with the delivery and distribution of unsolicited written materials are left in citiznes yards, driveways, sidewalks and streets for extended periods of time causing visual blight and litter problems. Council wishes to reduce this distribution while at the same time protect the First Amendment rights for all.
