INFORMATION: Shut-off notices are sent after the June quarterly billing period to those with outstanding balances on their utility bill. However, due to COVID-19, the City of Trotwood did not shut off water and therefore, no notices were sent. Property owners were contacted by mail alerting them of their past due balance. During the month of August, an aged report of all delinquent utility accounts was generated. This aged report identified any unpaid balances between August 21, 2019 (last year's cutoff date) and August 21, 2020. The open balances were reviewed to exclude accounts that became delinquent after March 2020. As is every year in September, the list of delinquent accounts to be submitted to the Montgomery County Auditor's Office for certification on the tax duplicate was prepared. The city adds a 10% administration fee to the total of each service and the county adds a 5% administration/collection fee to each service. This list includes the delinquent accounts and the amount due for water, sewer, trash, and storm water. Accounts will be removed from this list should payment be received prior to September 13, 2020. The updated list will be sent to the Montgomery County Auditor's Office for balances due to be placed on the tax duplicate for collection in 2021. The combined delinquent charges and administrative fees total is $593,315.39. We will continue our collection efforts to reduce this amount prior to certifying the list to the County Auditor. This mechanism is available only to government-operated utilities and it is the most cost-efficient legal collection tool available to any enterprise.
