TITLE: Title
A RESOLUTION BY THE TROTWOOD CITY COUNCIL OPPOSING HOUSE BILL (HB) 157 AMENDING THE LAW REGARDING WITHHOLDING MUNICIPAL EARNED INCOME TAX FOR THOSE WORKING VIRTUALLY AND/OR AT HOME.
Body
PURPOSE: Oppose HB 157
DEPARTMENT: Income Tax
CONTACT INFORMATION: D. Sue Bowman, Income Tax Supervisor
INFORMATION: HB 157 would repeal Section 29 of HB 197, which instructs municipalities to continue withholding income tax at a taxpayer’s place of work, even if that taxpayer is currently working from home in another local jurisdiction due to the COVID-19 pandemic. This provision extends until 30 days after the Governor’s declaration of emergency is lifted.
FISCAL & STAFF IMPACT: If this bill were to become law, both municipalities and businesses would immediately experience substantial impacts. For many municipalities, the substantial revenue cuts would destabilize the budgets of the state’s largest economic centers.
